Capacity Building

iDeCK’s Capacity Building initiatives are designed to equip government agencies with the knowledge, skills, and tools required to effectively develop and implement infrastructure projects. Recognizing that capacity gaps often hinder project delivery, impact service quality, and constrain economic growth, these initiatives address the challenges of planning, managing, and executing large scale projects. Our work particularly emphasises Public-Private Partnerships (PPPs), where a robust understanding of frameworks, processes, and risk-sharing mechanisms is critical.

To institutionalise capacity building, along with IDFC, we took the pioneering step of establishing the India PPP Capacity Building Trust (I-CAP) in 2007. This initiative underscored the importance of structured training and mentorship for government agencies. Since 2017, iDeCK has been the trustee of I-CAP, further reinforcing its commitment to enhancing government efficiency and infrastructure development across regions and sectors. iDeCK continues to integrate research, training, and practical solutions to ensure stakeholders are well equipped for successful project delivery.

ICAP Trust

The India PPP Capacity Building Trust (I-CAP) was established in 2007 by IDFC to address critical gaps in capacity building for infrastructure development. I-CAP focuses on equipping government agencies with the skills and resources necessary for planning, managing, and executing infrastructure projects, particularly those involving PPPs.

ICAP supports iDeCK’s capacity building mission through a structured approach that includes training program development, rapid baseline and training needs assessments, and pedagogy innovation. The Trust incorporates interactive lectures, problem-solving exercises, case discussions, field exposure visits, and master trainer programs. I-CAP also continuously updates case studies, expands its network of expert resource personnel, and employs consultative feedback mechanisms to ensure effectiveness.
