Jayakishan’s experience spans over 20 years in project planning and development, policy advisory and structuring project transactions especially for development under Public-Private-Partnership (PPP) frameworks. Having worked across multiple sectors including transportation, urban infrastructure, commercial and industrial infrastructure, and tourism, he has played the role of an adviser to central and state governments, corporates and development agencies on various project, policy and strategy initiatives.
An electrical engineer and a Master in Business Administration, Jaykishan started his career with Feedback Ventures Ltd., and has worked with L&T Infrastructure Finance Company Ltd. (infrastructure project finance arm of the Larsen & Toubro group) and DIMTS Ltd. (a joint venture of IDFC with the Government of Delhi) before taking up his current role at iDeCK.

Dr. Sathyanarayana holds a Doctorate in the area of Infrastructure Laws from the prestigious National Law School of India University, Bangalore. He is also a post graduate in Business Laws (NLSIU) and English (Mysore University).
With more than fourteen years of experience in development of infrastructure projects under PPP frameworks, Sathya as he is called, is actively involved in the business development activities of iDeCK. That apart, he carries out a number of legal assignments including documentation, legislative drafting, legal opinion and advice to clients in the development of PPP projects across several sectors.
He has extensive experience in the Urban sector, specially water and sanitation projects, sanitary landfills, commercial properties etc. He has contributed to Policy and Regulatory matters in the transportation sector. Particularly, the road sector in Karnataka and has overseen bid process management for several highway projects, airports, ports and rail infrastructure across India.
In the tourism sector he has been involved in providing legal inputs and documentation assistance for several projects in Karnataka under a unique Renovate Operate Maintain & Transfer model.
Among Sathya’s major achivements are:
Before joining iDeCK in the year 2000, he was working in the Finance Department’s Project Monitoring Unit, of the Government of Karnataka for nearly two years dealing with monitoring of External Aided Projects. Prior to that, he was working in various capacities in the Central Government for nearly 18 years.
Debashis has over 13 years of experience in infrastructure transaction advisory, project feasibility studies, project structuring, financial modeling and project management, especially in the transport and tourism sectors.
A Civil Engineer, he started his career with Haldia Petrochemicals Limited in Kolkata. He assisted in commissioning of the plant and was responsible for contract documentation, contract implementation and co-ordination of relevant studies required for commissioning the plant. He then went on to pursue his MBA Degree at the Bharathidasan Institute of Managament in Trichy, before joining iDeCK.
The activities dealt by him at iDeCK include preparation of project-specific technical & market studies, assessment of financial and commercial viability for various projects, project structuring, financial modeling, contract documentation and assistance in bid process management.
Debashish has also undertaken various training programs on PPP and has been a part of the faculty for the National PPP Capacity Building Programme, Training of Trainers workshops sponsored by Department of Economic Affairs, Ministry of Finance, Government of India. He was also a faculty for the PPP Awareness Workshop in Sri Lanka organized by the Board of Investment of Sri Lanka and Commonwealth Secretariat.

A chartered accountant from The Institute of Chartered Accountants Of India, Raguram is also Company Secretary from The Institute of Company Secretaries Of India. He has more than 21 years of experience in Financial reporting, MIS reporting, Performance monitoring, Cost & Budgetary controls, Investor Relations and Corporate Laws. And has vast experience in capital re-structuring including merger and de-merger, creation of AOP, treasury operations & funds management, undertaking project feasibility studies and funds investment into various ventures.
Paul Koshy is a veteran in the field of engineering and business development. A 1987 batch graduate in Electrical Engineering from NIT- Raipur, he has served 25 years in L&T, another 3 years in the French Engineering Consultancy major EGIS at top management positions.
His experience spans across Infrastructure design and Project Management, Manufacturing and Process Industries, Software development and Services, Sales and Marketing, Channel and retail sales and service network, Product development and application, Supply-Chain Management, P&L head, developing new businesses in various global geographies and guide lining processes and policies to dynamically mould the organisation to provide the best value to clients.
Paul, now heads our Business Development function globally. He thus provides leadership to iDeCK’s new initiatives across all sectors both internally and to the clientele.
Dr. Pankaj has a rich experience of over 31 years in urban development including water supply, town planning, and buildings. Appointed as Member-Expert committee for Sensor based Geo-Spatial Urban applications, Department of Science and Technology, Government of India, New Delhi, Aug. 2018 till date.
He graduated as a civil engineer from S.P. University (BE in 1986), and as an Infrastructure Planner (M. Plan in 2009) from CEPT University. He earned PhD from CEPT University (Gujarat, India) in 2016. on the subject ‘Quantification of Municipal Water Supply and Role of metering in Large Indian cities’ is an interdisciplinary work, emphasizing on quantification issues. His original contribution includes developing the water accounting following the method of United Nations.
Before joining iDeCK, served as Associate Professor, Administrative Staff College of India (ASCI), Hyderabad, Vice President (Planning), GIFTCL (Apr.2012 to Feb.2017), Town Planning Officer of GIFT city (May 2012 to June 2015) has contributed in developing India’s first International Financial Services Centre (IFSC), which is a smart-city green-field project, popularly known as GIFT city. He was the first and under his able leadership two towers (120 m high and 1.2 million BUA tallest buildings in Gujarat), largest data center in India (of 900 racks capacity), fuel station and school were also planned, approved and developed. Affordable housing scheme of 1130 units planned and designed. Played instrumental role in ODAS-online Development Approval System, techno-legal evaluation of GIFT master plan and filing appeal seeking approvals from Airport Authority of India for increased building height. He also established accreditation of professionals and developed institutional relationship with NIRMA and IIM-A for Skill Development. He has constructed an indoor stadium with a seating capacity of 1500 at Rajkot, successfully implemented water supply projects and done water supply management in Gujarat cities.
Currently he is working (planning, DPR PMC Advisory) in the area of (1) urban water supply projects (2) Smart City (3) Waste Water Reuse (4) ‘One Water’ (5) Lake rejuvenation and development (6) Housing (7) Municipal Solid Waste management along with ICT applications and (8) Campus, local area/market development etc.
He is interested in the best practices for water supply, addressing issues like inefficiency and accountability, reducing UFW and NRW, water reuse projects in a cost-effective manner. He is committed to capacity building with the objective to bring desirable change in practice.
Pankaj is pioneering the idea of Integrated Water Accounting Platform-IWAP to audiences across the globe. IWAP is a concept to integrate leak detection & prevention and water accounting, using GIS and GPS technologies, to optimise municipal water supply systems through a proactive management. Looks forward to interact with individuals and organisations interested.
Jaideep is a result-oriented leader with about 30 years’ experience which include 10 years in Dubai in buildings & associated infrastructure development industry coordinating across functions to meet stakeholder goals. He holds a M. Tech degree in Civil Engg with Distinction and is a Chartered Engineer, Institution of Engineers India.
His experience spans across India & Middle East region in Project Management Consultancy involving application of modern construction techniques, post-contract administration, design management, structural engineering, multi-disciplinary coordination & stake holder management, but not limited to.
He has executed large fast-track development projects including cluster of tall structures up to 55 floors in multi-national consultancy environment. Projects include educational, residential, industrial, healthcare & commercial projects in Govt./ private sectors. Acquainted with Indian and British standard codes of engineering practices/ FIDIC/ CPWD conditions of contract. He was also holding membership in the Society of Engineers- UAE and an approved Structural Engineer under Sharjah Municipality.

Sudhendra has over 20 years of experience in infrastructure consultancy including, project feasibility studies, traffic studies, travel demand forecasting, infrastructure planning, traffic management and project management in transportation sectors.
A Civil Engineer, and a Post Graduate in Urban Engineering (specialized in Transportation planning and Engineering), he started his career with TOPIC-Bangalore. After having involved and assisted in studies on Traffic and Transportation Policies and Strategies for Urban areas and traffic management and planning studies for Bangalore city, he then joined CES (I) Pvt Ltd and was part of several projects in highway development and urban transport studies. Sudhendra then joined EGIS India and was part of several highway, safety and urban transport projects including developing feasibility reports and DPRs for LRT and BRTS. During this tenure, he led the Traffic and Transportation Department and headed Roads and Highways Design Department for more than 4 years before joining iDeCK in 2016.
At iDeCK, he leads a team of professionals in the Roads and Highways Engineering department. The team’s core activities include techno-economic feasibility studies, traffic studies, Detailed designs and Detailed Project Reports, technical due diligence etc.

Gurleen Kaur heads the advisory team for the Tourism Sector at a Global Level.
A business leader with relentless drive for research and innovation in the tourism sector, with an astute and a highly collaborative mindset, her strengths emerge from her ability to focus on long-term strategic ideas and accurate industry predictions.
Valuable insights from her more than fourteen years of experience in the Infrastructure sector, with specific focus on specialized aspects viz. planning, project development and structuring, research and analysis, feasibility studies, Bid process management and policy development related to Tourism sector are at disposal.
Gurleen has worked closely with the Tourism Department for the Governments of Karnataka, Jharkhand and Daman & Diu. She is an integral part of the team that framed the prestigious Karnataka Tourism Policy 2015-20, a one of its kind in India, which focuses on accelerating and facilitating private investment into the tourism sector.
She has also successfully anchored the pioneering concept of Rating of various tourism products through Accreditation Agencies, launched for the first time in India, in Karnataka.
She is an Architect with a Master’s Degree from School of Planning and Architecture, New Delhi, India.
Her other passions include music & active participation in charities.
An Architect by profession and armed with a Master’s Degree in Environmental Planning (School of Planning & Architecture-New Delhi), Sushma has an overall experience of more than 13 years in the infrastructure space particularly in the urban sector including, water supply, sanitation, solid waste management, housing and urban transport.
At iDeCK since May 2004, Sushma oversees project development, implementation, bid process management and report documentation for various projects in the areas of planning, Social and Environmental Studies, Project Structuring, Preparation of Detailed Project Reports, Preparation of Bid Documents and Bid Process Management.
She enjoys music and dance, and is a family person.
